over rev protection is done by fuel cut off.

Hmm, why?

How about hydraulic clutch actuator, controlled by DME and trigerred
by the same input that makes DME store the overrev info.  I've never
heard of any car having anything like that, however, it seems simple
(but probably is not).

Isnt this covered by the  rev limiter that is engaged  when the revs go
over the certain limit.   (fuel cut off will stop a over rev dead in its
tracks.  No fuel, no more rev , it is that simple)
