A possible two word explanation for this: Pacific Rim.
For the benefit of the list, can you say who sold those TR7 bolts and how
were they packaged & marked?
I suppose your torque wrench could still be suspect, especially if it's one
of those adjustable click-types, one drop on the floor and they'll start
acting flakey. I personally prefer the cheap open-beam type; slow but
dependable.
