Tom,

     The clearance should be gentle finger pressure with a feeler guage.
I think the specified clearance has a tolerance of 2 thou anyway. Valve
clearances are generally better a bit loose than a bit tight. 

With all the valves in, the camshaft is hard to turn by hand and a
wrench is usually needed. If very hard to turn then it could be that the
head is warped or the cam is bent ! Try lying a straight edge across the
journals.
