A bit late, but for the record.

I put a new pump on my scout a while ago.   Anyway, while we were working on
that, my friend Ed was talking about a few times when he's done it.  He said
that one time he somehow accidentally got the arm *above* the lobe or
whatever pushes on the pump.  Said that when he started the engine it
promptly broke the arm off and the pump never pumped fuel.  Was a very
annoying lesson apparently.   I made double sure that it was going under,
whenever I've changed a mechanical pump i've tilted the arm down as I slid
it in and every time I've felt it engage and had to push on it to compress
the arm when bolting it up.

Just FYI and something else to check... although I hope this isn't the case
for you.
