You could buy an inexpensive volt meter at Radio Shlock to keep in your glove
box so you can actually see what the system voltage is when the headlight
intensity changes.  If they get dim (or bright), take a voltage reading across
the battery terminals.  OR... you could turn the engine off completely which
would eliminate the alternator (and any associated problems) and then try the
headlights strictly on battery power.  Assuming your battery is fully charged,
they should be nice and bright even on battery power.
