You're biting off a pretty big mouthful there.  One big reason a belt driven 
turbo won't work very well is that turbos spin in the range of 80 - 100,000 rpm 
to develop boost pressure.  You'll have to have a heck of a pulley ratio to 
achieve those sorts of speeds on your setup.  

Many great and not so great minds have tried various methods of "forced 
induction" besides the Selective Service. (joke)  Read Corky Bell's book on 
turbocharging, as a starter, then rethink things.
