Well, I had this same problem with my 1990 325i (E30) a couple years ago. I just
happened to be on a 100 mile trip back from Sacramento in pouring rain when it
happened. What an experience that was!
It turns out there is a design defect with the wiring on the wiper switch. The
wire that comes out of the switch that ties to ground inside the steering column
was bolted between the body of the switch (plastic) and another plastic piece.
Only if the wire sits just right to make contact with the bolt that goes through
did it work. If it loosened up, it may lose contact.
I had to pull the steering wheel, but the fix was easy enough, relocate the wire
grounding point to the top of the switch where the head of the bolt makes
positive contact.
I can't believe that BMW would actually build something this way.
