[bmw] administrivia: server status update

many of you are probably aware of the long promised server upgrade.
i thought i'd give you a little update on that -- i'm in the process of
rebuilding the server in preparation for deployment around the
end of this month. this is a little bit of a rush job, as i'm figuring
to move the server to a new colocation provider at about the same
time.

expect some disruption at the end of the month, as there will be
at least a couple of hours of downtime for the move, and possibly
a couple for switchover.

the following contains technical details that some will appreciate,
and some will not comprehend:

because it's a service provider change, there may be lingering
effects as krusty/digest.net has its own IP address space,
192.94.170.0/24. the new provider will have to start announcing
it, and the old colo provider will have to withdraw their current
announcement, and these changes are never really very smooth.
moreover, the current provider has the old C&D network as their
upstream. C&W is an RADB user, and the last time i went through
this, they only rebuilt their RADB entries every other day.
