You're making things too hard.

Get a couple of circular pieces of cardboard large enough to cover the
wheels and tie the wheels+tires together in a stack (plastic strapping is
the ideal way).  If you want to be anal, put the wheels+tires into a large
garbage bag before you put the cardboard on and tie them together.  Two or
four is your choice.  The dimensions will allow more standard shipping
services and you're wheels & tires will be nice and protected.

FWIW, this is how Tire Rack ships their stuff.

Hi All,

Sorry for the cross post.. I am in a bit of a dilemma.. I am shipping a set
of 4 wheels and tires (17") in a crate from Toronto Canada, to Indianaopolis
Indiana..  the Crate is 36x24x24 and is about 150lbs or so.. I tried calling
fedex ground, as well as UPS and they said the package dimensions are too
big for them.  Fedex priority said they would handle it but it would be $500
to ship it.. So that is out of the question.. The purchaser is paying the
shipping costs.. and we are hoping about $100 US.

Can anyone recommend who to use?  I need to get this out of here today..
